ORDER:-
In the circumstances stated by the Chief Executive Officer, A.P. State Creativity and Culture
Commission, A.P. Vijayawada in the reference read above, and after careful examination of the matter,
Government here by accord administrative sanction for an amount of Rs.13,55,00,000/-(Rupees Thirteen
Crores and Fifty Five Lakhs Only) to the Director, Official Language and Culture, A.P. Vijayawada to
conduct Sankranthi Sambaralu – 2018 at Village, Mandal, District and State level – on 14.01.2018. The
funds sanctioned above shall be debited to following Head of Account “2205 – Art and Culture, M.H. 102
– Promotion of Art and Culture – S.H (06) – Culture Commission – 310 Grant-in-Aid- 312 Other Grant-inAid
with the following break-up:
1. 13 Districts @ 1 crore : Rs.13,00,00,000/-
2. A.P. Secretariat Association : Rs. 5,00,000/-
3. The CEO, APSCCC, Vijayawada to
conduct State Level Functions : Rs. 50,00,000/

2. The Sankranthi Sambarallu shall be conducted through the local artists, and shall reflect
respective District/Mandal/Village's local traditional games, art and culture such as Gangireddulu,
Hardasulu, Gobbemmalu, Bommala Koluvulu, Rangavalli etc. The MLAs., Members of ZPTTS, MPTTC,
Municipals Corporaters / Counselors/and other public representatives should be invited.
Farmers/DWACRA/ Youth Associations/Students can also be allowed to participate in the programmes .
3. Samkranthi Sambaralu should be conducted at each Shilparamam viz., Tirupathi, Cudapah,
Visakhapatnam, Puttaparthi. All the District Collectors, and District Council Chairman’s are instructed
accordingly.
4. The Chief Executive Officer, A.P. State Creativity and Culture Commission, A.P. Vijayawada is
directed to draw and disburse to the District Collectors an amount of Rs.1.00 Crore each to 13 Districts
towards conducting the above programmes. The District Collectors are accorded permission to draw the
One Crore Rupees on AC Bill subject to submitting the DVCs immediately after conducting the
programmes. The Director, Official Language and Culture, Vijayawada is also permitted to draw the Rs.
55.00 Lakhs on A.C. bill as requested in his proposal in the reference read above subject to submitting
necessary DVC bills at appropriate time. He is further directed to obtain utilization certificates and DVCs
from the District Collectors immediately after completion of the programmes, as per rules in force.
5. All the District Collectors and the Director of Culture, A.P., Vijayawada are requested to take
necessary further action in the matter.
