Sub:MA&UD Dept. – Establishment – Education – Merging of all schools functions under
the Panchayat Raj Dept., i.e. Zilla Parishad and Mandal Praja Parishad Managements
existing in the limits of Municipal Corporation/ Municipality/ Nagara Panchayats into
the Municipal Management – Regarding.
Ref: This office Lr.Roc.No.11036/ /2017/JSEC(2299/2017/J3), dated.25.04.2017 addressed
to the Government.
- I am to invite the attention of
the Commissioner of School Education Department to the reference cited wherein
a proposal has been submitted to the Government and requested to take a view
duly approaching the School Education Department with regard to the absorbing/merging
of all the schools exiting in the urban limits of Municipal Corporations and
Municipalities in the state into Municipal Management Schools.
- In this context, Ii is to
state hat, as per the provisions of Municipal Act and Rules, after merging of
certain areas into the limits of Municipal Corporation/Municipality/Nagar
Panchayat, as the case may be all assets and liabilities located in that areas
which pertains to Gram Panchayat come under the administrative control of
Municipal Corporation/ Municipality/Nagar Panchayat. The ULB provides all the
civic amenities viz. roads, drains, sanitation, street lighting etc. in the
merged areas including in and around the ZP & MPP Schools. All these
schools are located in the merged areas/villages/colonies of Municipal
Corporation/ Municipality/Nagara Panchayat when it is emerged and still
continued to be under different Managements. At present, these Schools are
monitored/guided by the School Education Department and these schools are yet
to be transferred frm Panchayat Raj Department to Municipal Administration
Department.
- And as reported by the
Regional Directors of Municipal Administration in the state, the following are
the details of ZP & MPP Schools in 120 Urban Local Bodies under Panchayat
Raj Department. (list is enclosed)

4. In view of the above, I
request the Commissioner, School Education Department, Vijayawada to take
immediate necessary action for merging of ZP & MPP Schools located/existing
in the Municipal limits into the Municipal Management with permission from the
Panchayat Raj Department, at the earliest.
